## When to Use

The skill defines nine ordered phases from schema and conventions through mockups, API design, UI implementation, review, and deployment. For each phase it prescribes concrete deliverables, a PDCA loop to run inside the phase (Plan, Design, Do, Check, Act), and level-specific flows for Starter, Dynamic, and Enterprise projects. It also explains optional steps and when to skip or condense phases.
Do I always have to follow all nine phases?
No. Follow a condensed Starter flow for small projects; reserve the full sequence for Dynamic or Enterprise efforts. Some phases can be optional depending on scope.
How does PDCA apply to the pipeline?
Run PDCA inside each phase: plan the phase, design details, implement, verify, then act to proceed. Don’t map the whole pipeline to a single PDCA cycle.
